NCSD Suspends 7 Students and 5 Staff Members

State investigates actions surrounding threats of a protest

Few excerpts:

It’s not about cafeteria food and athletics. The problems at the North Carolina School for the Deaf are more serious than that, said North Carolina Association of the Deaf Representatives Everson and Cook.  Everson said the association is concerned that the deaf students’ civil rights have been violated.

At issue are complaints about communication with administration and quality of education. The association has heard about problems at NCSD over the past few years,

She said there are complaints from students that NCSD Director Linda Lindsey and administration threatened them with suspension if they protested. Everson said school administrators told students that suspensions would lead to them never graduating, going to college or having a career.

Cook said seven students they know of have been suspended and about five staff members have been sent home. Cook and Everson said they are trying to make contact with the students’ parents.

Dwight Pearson, superintendent of the Office of Education Services, which is the central office for NCSD, said he is investigating the matter and the administration’s actions surrounding the planned protest.

Abundis said she has heard about problems not being addressed for the past couple of years, and her daughter was hoping a protest would help get something done.

Everson and Cook said students also complain about not receiving the same quality of education that students in public school get. Other complaints are that there is no way for students, parents and staff to voice their concerns.

Houpe said one teacher told her it doesn’t matter if the students finish a grade because they probably won’t go to college.

He said NCSD used to have a board similar to the Burke County Board of Education, but it was abolished by a statute in the 1990s. Pearson said NCSD does have a human rights committee and people can comment at those meetings.

Commentary: It doesn’t surprise me to hear the heavy-handed approach used by the administrators, including the threats that the students will never graduate or go to college if they protest. This reflects the oppressive atmosphere on campus where apparently healthy discourse between the administrators and students aren’t encouraged, reinforcing the complaints of audism practiced on the school grounds.  At least the media coverage of this foiled protest had caught the attention of the state investigators.  The allegations of illegal activities, including destruction of incident reports, are disturbing and need to be checked into. Hopefully the administrators will be held accountable for their negligence in permitting illegal activities on campus, ignoring the grievances of both the students and the staff and the illegal handling of the students prior to the protest.  Also that the results will lead to positive changes for the students: better communication access and improved quality of education. I still need to read more into this, but just from the surface – it’s no wonder why we get bad reputation for having poor education for the Deaf.

Ugh! The attitudes and expectations of the deaf children to have higher education are still the same to this day… 2008!!!! 2008!!!!!

Kudos to those students for trying so hard to bring it up and made it to the media!

And thank YOU, Elizabeth, for doing this!

I am wondering if NAD has heard of this and what are they saying?

  4. Billy Says:

Sign!!!! They are really so wrong to give the students and staffs suspenions. I bet they have been tried to express their concerns about the deaf education for years. I don’t think they don’t deserve it to get suspenions for stupid reasons. Keep fighting and don’t give up with your goals for best education at NCSD in the future. Good Luck

How come can tell you with staffing ratios, certification status of teachers, years of expereince of professional staff also advanced degrees??? not make any sense improved quality of education? Let find out doing on at NCSD. Good for media attention.

Have been wondered if Linda Lindsey wanted NCSD to close School for the Deaf and sell to A board school and Linda can keep the job and owned the school to give a education to hearing kids and the land of beauty history? maybe her sneaky plan to destroy our deaf school and history? That is only my thought!!

dunno. just to say to see why did she wanted to take the job at DEAF SCHOOL. We expect a person takes a job to IMPROVE and ACCESS the quality of education!

What happened Sunday night with the students were wrong. Dr. Linda Lindsey should be suspended along with other who were involved til further investigate. Why are staffs suspended?? Dwight Pearson needs to call Dr. LL and send her home and not to come back til we know for sure what happened!!!!!

Can you pleeze investigate and provide the status of these students who participate the protests?

I reckon that these students who are in the process obtaining college scholarships are afraid of the protests.

Quality of Education for deaf students is known for lousy and low expectations. NCSD is an example that needs to be address and investigate. State of Education dept. are also need to be educated about language and education to diminish or remove attitudes and expectations. Boy they are in mess and hopefully they’re awakening.

Wonder if the quality of education was not bothered with because state have some hidden agendas? Attitudes of Admin at NCSD must be stopped. *shaking-head*

Thank you MZ for brings the news to us. Keep on blogging.

  14. Deaf Says:

    Hi,

I live in Morganton and my daughters goes to school there.

Yes it is pathetic at the school. Deaf rights are being squashed like a bug.

Dean of dorm doesn’t sign and she treats the children like they are dumb which isn’t the case.

Director of school Linda Lindsay doesn’t have what it takes to run the school.

There are more to this only 82 students enrolled. Because of the principal lies to parents and community members.

They do have human rights but it is closed door most of the time. I went once and all hearing only 1 deaf member and they treated her like trashed.

It is oppressive there. IT is getting worst. Those staff who are being sent home are risking their job to help these students.

More than half of the teachers and staff can’t sign. And they are “certified” please let me roll on the floor and laugh my buns off.

  15. anna s Says:

Reading blogs about NCSD situation and commenting about it does not shake the ground. Any ideas as of how I can be a part of the change? Write a letter to whom?

It is 2008 and there’s NO excuse for deaf/hoh students to graduate with low reading levels. No excuse! This should no longer be tolerated. Low expectations among teachers and administrators is the problem. Deaf/hoh students CAN learn to read and write juyst like their hearing peers on the same grade level.

Now, what can I do? Just continue to read and comment? That’s not good enough.

  18. Dianrez Says:

It was encouraging to hear that the students were protesting for equal education, same as that given to hearing students.

This has been a problem in schools for the deaf and the reasons may be laziness of the teachers, overattention to hearing training and speech development for too many years, or underestimation of students’ abilities.

Many attempts to work down from above improvements to education have failed. To see students demanding it from the bottom up is sure to revolutionize education of the deaf.

  19. hedy Says:

    Buzz,

I agree! Deaf power can be “oppressive” hearing people. We can find a way to say something that hearies would have agreed and give the best equality of the word.

However, for a long u-haul we had been oppressive by a group or an organization that strongly and religiously believe in an oral(focus hear and speak). That’s enough! Just like race issue, religion issue, foreign issue, etc…they said “That is enough!”

hearing people got information from and put a lot of loopholes which they did not want them(hearing parents of a deaf child and hearies studies on deafness education)to know about.

We fight back for our rights to receive the quality of education what public schools have received!!
We also show that we are able to educate those hearing people without any fear.
Like AGB and AVT group feed hearing people’s mind with fears when they have a deaf child–real SAD!

NCSD exposed at last. Telling the students they cannot graduate or obtain a career means NCSD is not an educational center. The way they resort to this means they have nothing of substance. Institutional audism. State of NC should be ashamed of themselves for having people in this environment that children cannot sign with them either in school or dorm. Suspended staff went the beyond for them apparently or pentalized for letting this happen. If special ed students act up, something is clearly wrong. Good riddance.

One thing importmant that we don’t want NCSD is closed school by State school board like this happened Nebraksa already closed school that why we want to keep deaf schools in States to be pride by hometown and folks also good for deaf community and Deaf leadership will do help them make better school in future. It that clearly.
We don’t want only one nation best school in DC area let have growth deaf schools in any cities. I am sure that parents, alumni and staff will do work on it. Think about it.

I suggested for her to join a group of parents to discuss about the experienced MSD, but she doesn’t want to work together with the parents of MSD children and she says it wasted her time for nothing. That is all.

  49. standupfordeafkids@hotmail.com Says:

In a time crisis, it is best that we all remain calm. Dr. Linda Lindsey will be stepping down as the director of NCSD effective April 1. The only concern is that she will take a state position with OES in Raleigh. This is a small battle won, but the remaining powers to be are corrupt. Make no mistake, a series of plans have been set in motion that will address these powers to be at high levels of government. Patience and fortitude will be in our best interest in this manner. A rather large group of NCSD’s employees (hearing and deaf) are extremely dedicated and focused to put children first, educate, care, and advocate for their benefit. Emotional attachment to an issue is a very overwhelming feeling. We must continue to stay focused and fight the good fight.

  50. Know the facts Says:

I want to clear something up. There are many great staff at NCSD both deaf and hearing. There are some bad staff at NCSD both deaf and hearing. Being deaf doesn’t automatically make you a great teacher so saying that all of the hearing staff need to be replaced is ridiculous and discriminatory which is what we are working to stop right? We all need to stick together in this and stop thinking hearing verses deaf and start thinking productively as group that supports deaf people and deaf culture regardless of if you are hearing or deaf. I would like everyone to know that it was a DEAF staff member that informed the administration about the protest and that is why it was prevented from happening. I also know that there are some parents that want to complain about the education of the students. However, these are the same parents that I have seen NOT support their child at home and fail to show up when they are asked to attend meetings at the school. Everyone is very quick to assign blame instead of admitting that they are actually some of the problem. As far as low expectations of students, I have not seen that here. However, we do have the job of telling parents the sometimes harsh realities that they do not want to face. Many of our students are functioning way below grade level and it is not appropriate to mislead parents into thinking otherwise. Because of the special education laws in NC, students are required to pass the same state mandated tests as their hearing peers if they are left in the high level programs. This is absolutely unfair, but it is the reality. Because of this some students in the past have not earned diplomas. It is not that we have low expectations, but that the system is flawed and unfair for our students. If they can’t pass those tests, they have to be moved to a lower program in order to earn a diploma.

All I am asking is that you know all of the facts before you make accusations.

  51. Know the facts...continued Says:

Someone also said that there should be no excuse for our students reading below grade level. Does anyone know how the system works in NC? When someone has a deaf child they do not have a choice where to send them to school. They go directly to the public schools. The public schools keep them where they only have an interpreter to communicate with. They keep them there until they fail out and start to hurt their test score percentages. Then they come to us (around middle school). They don’t have a full language and can’t read because their interpreters have been doing their work for them. Research shows that parents of deaf students are the BIGGEST predictor of thier reading success. More than 90% of our kids parents do not sign fluently or at all. WHich means they had a MAJOR language delay to begin with. If you don’t have language you can’t read. Our students start out at a disadvantage because of this and it makes it nearly impossible to catch them back up. The students that are able to succeed and pass tests are kept in the public school and we never see them. It is easy to blame the school, but you need to look at the bigger problem- the law concerning placement of deaf students in NC. If there is anything that needs to be protested it is that.

  52. I agree with Know the Facts Says:

    Dear Know the Facts…

I completely agree with what you said. Based on what you wrote, it seems like you are an insider of the school system. The information you shared are valuable and it rang the truth of what was really going on at North Carolina School for the Deaf. It is not about the director’s signing skills, or squelching student’s right to express. It is much bigger problem that very few people are able to understand.

I am sure that lots of other people who are working for school (i.e. teachers, administrators or support staff) are itching to tell the actual truth, but I can imagine they are struggling with how to share the information out.

Thank you so much for sharing the facts with us. I am in a full agreement to what you said.

  55. Karen Mayes. Says:

“Know the Facts…what you said paint a sadly-familiar picture of the majority of deaf schools. Even Indiana School for the Deaf is not immune to it… there are MANY students who struggle at the deaf schools and that there are many parents who are NOT involved. I wondered that about NCSD when the first news of protest came out and hoped that we would become more aware of the needs of deaf children to be met, not to be ignored… with the state budget cuts, etc… it is getting more of a challenge for the staff, administrators, and the teachers to make sure that the students accomplish the academic goals set up the the state (academic standards.)

Also I read “Factsuncovered@NCSD” blog which makes sense to me. It does not happen at NCSD only, but at other deaf schools and blind schools and other schools as well. As long as people who work at the kind of schools with heart, kudos to the students for having them.

    Ahhh… school politics. *sigh*”

  56. mommy Says:

factsuncovered@ncsd is power hungry person. the deaf person who told on the students has very audist attitude toward a lot of Deaf staff and teachers and student. that person should be encouraging students rather than placing blames on parents.

we are parent and we do all we can for our kids being visible reading with them talking to them everything that a parent could do. we bring our kids to school expect the teachers to do their job not to hurt our kids self esteem. i have a daughter who comes home crying because the teacher mind you hearing teacher who signs shit tells her signing is wrong. that very same teacher lied to us in our face in iep meeting and we blasted her for it.

the students suffered it was not about hearing vs deaf geez get that out of your mind it is about the quality of education and dorm life!!! these students are very special very vocal and factsuncovered is being blind. illegal activities were going on changing grades so their report looks good enrollment dwindling only 82 students how is that such improvement factsuncovered??? Yes Local Education Agency is the blame and many parents are fighting this too. They have so much battle to fight and you are just sitting htere collecting nice pay and benefits!!!

Lindsay need to get out period no tranfer to another cushy job and jody self needs to resign she treats those students as they were in reform school. she used to work for reforms school.

there is a staff who fix IQ score to make some students smarter than they really are or not smarter but they are smart. ask about that school psychologist!!

there are many GREAT staff who are hearing and deaf are ready to quit because of the audism attitude!!! so its Deaf and Hearing are working together to fight this.

People like factsuncovered and der sankt shouldn’t say anything because really you both have no ideas what it is like. rather to put kids in public school ncsd should be = the public school standards of education.

bilingual bi culture works best and the students are not even getting that!!!! the very interim director said its a deaf thing they wont get it and dont expect them to get it…. what kind of attitude is that!
